Looks like they are making Blessing of Wisdom and Water Spring totem no longer stack.
From Eyonix:
"We are making a change to these spells so that their benefits are exclusive in patch 3.1.0. The buffs will be equivalent, but will no longer stack. Mana Spring will affect the entire raid instead of just the shaman’s party. We felt that both paladins and shamans brought too many unique buffs to a group. Additionally, we have been trying to tone down mana regeneration in large groups, and were concerned raids would feel the need to stack paladins or especially shaman to have enough Mana Spring totems. We have also been trying to get more benefits out of the party and into the raid, and Mana Spring previously was still a party only buff. With this change, if there is only one paladin, he or she can bring Blessing of Kings while the shaman offers Mana Spring. If there are two paladins and the second offers Blessing of Wisdom, then the shaman can offer healing or cleansing with their water totem instead."
I think finishing fights with 80% + mana is a thing of the past.
I haven't looked into other classes but regen on druids is getting hit hard. Spirits getting nerfed, Lifebloom is getting nerfed.. basically doubling the mana cost.. Imp Regrowth is getting nerfed reducing the proc rate on natures grace..
Replensh and Innervate are both basically getting nerfed indirectly because of the Spirit nerf..
Right now I'm gemmed for SP and haste.. Having only 322 UB mp5 I can finish fights with 80% mana easy while keeping full hots on 3 tanks easy and spamming regrowth or nourish.. No way that's going to fly in 3.1 With the LB nerf hotting the MT is about all that is going to be efficient.
I think 3.1 is going to eliminate alot of spam healing and actually make us heal efficiently.

Yea mana isn't even an issue now...at least for shaman healing, I know hok and I are re-itemizing for sp/haste as opposed to int/mp5.
There havn't really been any issues with going oom on fights...maybe this will make it more interesting instead of having to barely focus on mana.
Although the sad part to this is that mana spring is essentially ineffective and it forces us to waste 5 talent points in order to get mana tide. :(

If we could get more then one group a week to go on the test u could see just how hard our mana got nerfed, its rediculous. Also we were messing around the other night with the scrapyard boss he hits a tank for 13k(non crit). Supposedly from what some of the 25 mans were saying he hits tanks for about 20k. That boss requires 3 healers due to all the shit that goes on, and those 3 healers have to be spamming heals its not casual anymore.
As of right now i have to use maybe one fiend a fight if at all. On the test server when we fought the forge master even though he was a joke i used 2 fiends and 2 dispersions and still ran out of mana by the end. The nerf is getting to the point where spirit is gonna be more important then int.

yea i havnt been on the ptr yet...although i did get it workin on my comp last night so hopefully ill be able to join in. blizz had a tendency to over nerf stuff.
im more upset about having to waste 5 talent points

also friday mimiron is gonna be tested. 4 server i was wondering if we could get a 25 man for it if not at least a 10 man?

Yeah, I'll be there to.
As to how hard bosses hit, I believe some of the heavy hitters that have been tested already melee for 25-35k. 25man obviously.

I like how he says "if you bring 2 paladins, the shaman can offer healing or cleansing with thier totem instead" as if those effect the raid as well.

MY biggest concern is that shamans and paladins kind-of mana regen the same way, no spirit and not so much mp5 other than what our gear comes with. Yet paladins have a whole lot of different ways to regen that mana: healing recieved to mana, crit heals to mana, divine plea, judgements; while shamans have mana tide(24% mana and 5 minute cooldown), and water shield with 100 mp5(without water shield and gear we have nearly 0 mana regen.)

It seems odd. Blizzard had said that they were happy where Shaman mana regen was and wanted to bring the other healers closer, suppose 85mp5 isn't the end of the world, but it doesn't make sense given that other classess still have their other means of regen that Shaman would take this hit. I don't think water shield = shadow fiend/innervate/divine plea, but I could be wrong. Shadow fiend and divine plea do atleast have an inherent risk though.
Only thing I can think of is maybe they'll buff either your personal regen from Mana Tide, or something new... or say screw you.

From PTR patch notes:
# Mana Tide Totem: This spell no longer costs mana.
# Restorative Totems: Reduced to 3 points, down from 5. Increases the effect of your Mana Spring Totem by 7/12/20%, and increases the amount healed by your Healing Stream Totem by 15/30/45%.
So you'll only be wasting 3 points instead of 5. Buff! Kind of...
Well I'm suprised.. We test Mimion yesterday and I didn't have mana problems like thought I would have.

we really didnt get to test mana for that fight supposedly its suppose to be 20+ mins. and we didnt last more then 8. lol:)
